The phase itself doesn't change from place to place — everyone on the night side of Earth sees the same phase at the same moment. What does shift across the US is moonrise and moonset clock time, by several hours between the East Coast and Hawaii, plus how high the Moon arcs and how vertical the terminator sits, since the country spans an unusually wide latitude range — from Hawaii at around 20°N to northern Alaska above 70°N.
The US spans six time zones — Eastern, Central, Mountain, Pacific, Alaska, and Hawaii-Aleutian — so there's no single "US time." Most of the country observes Daylight Saving Time, with the notable exceptions of Hawaii and most of Arizona, both of which stay on standard time year-round.

It's a latitude effect, not a different Moon. The US covers an unusually wide latitude range for one country — Hawaii sits close enough to the equator that the horizontal "smiley face" crescent occasionally photographed in the tropics can actually appear there, while the mainland sees a steeper terminator and Alaska's high latitude pushes the effect further still, with dramatic seasonal swings in how high the Moon arcs. Viewing conditions across the US

The lower 48 sit between roughly 25°N and 49°N, a band narrow enough that most Americans see fairly similar Moon behavior — a high, steep arc in winter and a lower, lazier path in summer. Step outside that range, though, and things shift: Hawaii's latitude near 20°N puts the Moon on a much more vertical track, closer to how it looks near the equator, while Alaska stretches up past 70°N, where the seasonal swing becomes severe enough that a winter full moon can stay up for days and a summer one barely clears the horizon.
